I seem to remember learning how to make the eyes blink on a regular basis whether or not the timeline is playing but I don't remember what I learned. Is that even possible? Can I automate other movements in a similar fashion? CA is one of those programs where people do all kinds of diverse crazy things. I love it.

You just need to add the "Auto Blink" behavior to the head. Once it is added, you can adjust the properties so that it blinks as frequently or infrequently as you want.

Here's another thread I found on the subject, Solved: Auto blink - Adobe Support Community - 8706962. It focuses more on Cycle Animation which is a key part of blinking in general, but not essential to autoblink. I'll try to talk you through any parts you're having problems with.

I am not aware of any, but I do know that Motion Library behaviors will keep cycling even without the timeline going.
