Cannot find shoulders in rigging

I'm trying to make a walking puppet, using the Robot template and the Walking tutorial:

But when I get to rigging shoulders, no such option appears for me? It's just the neck option.

You might be running v1.5 still. Do you have the I’m-arm behavior? If not, then the problem is you are running the older release.
