character floating following the head (limb ik and walk on)

Hi. i have issues with my character feets don't stick to the ground, but follow the head movement. I would like the head to bend only the upper body. I've heard you can pin your character's feet to the ground with a bone tagg has fixed. But it only deforms the feets andf all the body is still rotating.
maybe it's because i habe limb ik on (i also have left and right profile for a walk behaviour, but my problem is on the frontal view). 
Can someone help me ? This is actually not the first time i have issues like that for my puppets. I really don't understand what i'm doing wrong, everithing work fine until i add head movements...

I have had the same issue. I have two sitting characters. I tried creating "fixed" handles and lines using all and any of the different layers, with no luck. The entire body sways along with the head. If anyone can help out, this issue has been driving me nuts for months.

Can you share a rigging hierarchy screenshot? Pins pin children to the "parent" mesh. If on the root mesh, they pin to the scene. So if the pin is on the wrong layer (too many independent layers above it) then it won't work. So its usually a matter of getting the mesh hierarchy correct and the pin on the correct layer (near the root).
