dangle is not working on basic characters

i'm trying to add the dangle effect to this stock character but i can't control it and t's not even when i go to photoshop and i make the moving parts as separated parts still not working, any thoughts?

Ideally, each individual group/strand of hair should be separate from the rest of the hair for the dangle to function properly. Also, and this is very important, the layers must be idependent (have a crown icon or be listed with a "+" in the labeling) for dangle to work at all.
