If you go to windows explorer and double click on the file does it open there? Normally it's because the file extension has become associated with the wrong program. Ch effectively double clicks on the file. One way to fix is to uninstall photoshop/i;lustration and reinstall, or else google search on how to associate file extension with the right app again. As soon as you can double click from windows explorer, ch should be working again. If not it's a different problem (so come back and ask more)
