How and Where to make frame by frame animation?

How to make frame by frame animations that i can use cycle layers with and ?Where can i make these animations.Eg-Fire,Money falling etc like Okay Samurai(Dave) does in his videos

Fire cycle layers example is a part of puppets at https://okaysamurai.com/puppets/.

For example, see "Crimson" puppet -> Body -> leftarm -> "POW Studios Flamethrower" group. It has 29 png files which Cycle Layers behavior uses to animate fire.

 

To reuse it in your puppet, select "POW Studios Flamethrower" group in the Puppet panl and select "Make "POW Studios Flamethrower" Shareable" from its context menu. This command generates a shared puppet in the Project panel.
You can drag & drop this shared puppet in your puppet. You may want to add a trigger to start cycle layer animation after adding the shared puppet.

Frame by frame animation is done by "Cycle Layers" behavior.
"Cycle Layers" behavior is set to hidden state as default. You can tweak values in Rig mode.

Or uncheck "Hide Behavior in Puppet Track Properties" from hamburger menu of Cycle Layers behavior in Rig mode. Then you can change it in Record mode.

UI in this tutorial is a little old, but there is a good tip how to prepare frames for "Cycle Layers".
