If you create a blink layer it is displayed instead of its siblings (usually the normal eye artwork). If you want a smoother transition, you can create a series of frames by hand (2 or 3 is normal) and group them under the blink layer, then put a "cycle layers" behavior on the blink layer. It will then display the frames one by one during the blink (put 'play reversed' on when the blink ends to reverse the sequence)

Character Animator is a part of the Adobe Creative Suite bundle. You have to get the big bundle (it is not available separately). You have to pay a subscription, then you can download via their download manager tool.
