That is pretty well done! For the glowing effects, motion blur, chroma aboration, etc I think After Effects etc. would be the answer.
Looking at the two animated female dancers, the second dancer doing a twirl would be hard in Character Animator. I was wondering if it was some kind of cartoonizer filter applied to a video clip. The guy also turns into a cartoon character for a bit and it looks perfectly aligned with the non-cartoon version the frame before and after, adding to that suspicion. The flow of cloth, the facial expressions, all very realistic. Alternatively someone hand drew over those frames.
You could certainly do some dancing in Character Animator, but not to that level of realism. I am sure you can do better than this, but this is more like the feel you would get in Character Animator: https://videopress.com/v/9qxuXHtw
