Is Photoshop the only way to edit this character?

I never use Photoshop for illustrations and wanted to know if there was a way I could edit in Illustrator.

Character Animator supports illustrator and Photoshop files. I normally use Illustrator myself. There is no CH support for converting one format into the other if you are trying to convert a particular file, but certainly you can use Illustrator. I prefer it because the artwork scales better without the same pixelization problems as Photoshop can have.
