is there a way to attach a dragger to another and have an elastic animation. like in Arabic characters when they walk or females with skirts. there is always an elastic animation when they walk

Could you supply a simple video or sketch? Not sure what you mean exactly. Your can put dangles on clothes to make them bob up and down etc, gives it a bit more life. There is a stretchy capability (there is a rubber ball sample puppet now i think) that was in a recent release. I have not tried that myself yet. But there are new stretchyness settings available.
