Issue Rigging Hair with Walk Cycle

New Here ,

I rigged a puppet that walks with a left and right profile view and hair that is rigged with physics. When either profile view is marked as independent the walk cycle and hair dangle work as intended. When both profile views are marked as independent the walk cycles and hair dangles do not work.

Any Ideas?
