What does this mean?

It says: Limb IK works properly on legs only if the Draggable is with

• Left Heel
• Right Heel
• Left Hip
• Right Hip

Do not put draggable handles anywhere else on the legs.

I recommend only making heels draggable for legs if working with Limb IK.

but the draggable is on the heel

and also the puppet is working just fine. so why is that there?

There must be other draggable handles on the leg mesh. It's OK to ignore it if the puppet is working for you.
