I am adjusting a character from a blank chacter template and I am having trouble with the neck rigging. I have attached some picture below of the issue. You can see the neck stretching in a distorted way, whether it is up or down. It looks like there is a pin near the neck causing the distortion but I cant find anything wrong with the rig. If you have any ideas please let me know, I have tried so many things at this point.

So it looks like it is the origin point causing the distortion. If there are any work-arounds to prevent that please let me know.

Are you using the walk behavior? If so, i suggest not putting waist and neck tags on the origin. Create two handles, one near the base of the neck and the other down near the waist and tag them separately.
The other thing that looks suspicious is there is no yellow contour line around the body artwork. Could you click the mesh icon bottom left of scene panel to show all the little triangles and share that screenshot (select the body layer in the righ hierarchy). If all the triangles are not only over the body then warping can look strange from that too
