Pupils will not move no matter what I try + Can't figure out how to use the neck properly

Hello! I'm having some major issues with rigging my puppet.

I can get her blink cycles to work, her eyebrows, the dangles, but I can't for the life of me get her pupils to move! I have tried everything and read every tutorial. I added a Pupil Range layer for each eye, I've tagged everything correctly, NOTHING!!

I could really use some help, please.

I'm also having issues with having her head pivot. I saw in one of OkaySamurai's videos that you label the head as both Head and Neck, but it isn't working.

Thank you for posting your puppet.

 

Re: pupil issue

I checked it and found eye layers have somehow huge empty spaces.

After I remove those empty spaces in Photoshop and create clipping masks, pupils are moving by Eye Gaze.

 

Re: Head pivot issue

How about adding a Fixed handle to the body group?

Chloe template is the good example for this.
