Puppet Anchor Point location

Hello. I'm working with walk cycles and using scale to have a character walk closer or further away but when I adjust scale it seems as if the anchor point is way off which causes the puppers to move. Is it possible to see where the anchor point is on a puppet?  

 

Or is the scale adjusting to the distance the puppet is walking?

The center point of the puppet shoudl be the origin of the root layer of the puppet. Normally this is in the middle, but you can drag it to be somewhere different. Scaling centers on the origin, so I normally drag the origin to around the character's belly button.
