Puppet trouble

I am currently working on a puppet project. I have imported the puppet into CA and have tried to rig the limbs and others. I for some reason cannot figure out why the arms and hands are at a stand still even after adding handles for elbow, wrist and shoulder. I've also added them to be draggable. This is very frustrating considering I've troubleshot most of the problems I have encountered but I am somewhat stumped... any help/suggestions is greatly appreciated. 

also, I cannot seem to make the right side "properties" tab pop back up. I accidentally double clicked on it and cannot figure out how to make it pop back up...

Let's answer the second question first. Go to the "Window" menu and make sure "Properties" is checked. 

To answer the first question, tell us how the puppet is constructed. Are the arms on a separate layer from the body? Can you show us a screenshot showing the hierarchy of the rigging?

The arms, hands, eyes, eyebrows, eyes, torso and mouth all have separate layers. I have attached a pic of the layers and have labeled various layers as independents. I also attached a pic of the body as well as both arms. Hopefully seeing all of the handles and stick tools helps identify why it's not moving properly.

It's hard to tell from your hierarchy, but the hands should be a group within the arm group, not the same group as the arm. The elbow should not be draggable. Try moving the wrist closer to the palm. The fixed point should not be part of the arm at all. I'm not sure what's happening with the right shoulder, it looks like it's a subset of the arm instead of the torso. Make your corrections on a single arm until everything works right before concentrating on the other. RightArmAnnotated.png

I have managed to get the arms draggable/movable but for some reason the hands still are not... I have tried so many solutions with no success. I ajusted the suggestions above and some caused the hand to not move at all.. as of now, I have gotten one arm to bend correctly at the elbow without bend, etc. I am going to list my current problems I have encountered. 

1. hands not moving with the arm when I move it. 
2. eyes are going outside of the eyeball shade I created in photoshop before importing.

3. Head seems to still lean slightly when I move my head even after I removed the independent tag. 
4. if I were to just completely want to make the pupils of the eyes stand still but still have the character blink, how would I do this?? 

Sorry for all the questions, this is my first big project using CA so I am probably encountering some newbie problems.

Based on what I saw previously, your hands need to be in a group that's part of the arm, not their own group. Something like:

-Body
    |- Arm
           |- hand

As I recall, you have your hands outside of the 2nd arm group.

Here's a basic video on setting up eyes. Basic Eye Rigging (Adobe Character Animator Tutorial) - YouTube Check the origin point (green dot) for your pupil - sometimes that can get far off and give the pupil a really odd range.
