the head just floats around. I can't seem to make it stay on the neck

It wont let me upload the Photoshop file. Or the Character file.

What can I do to make the head stay put?

It probably got untagged or independence got removed. I would check to make sure that the layer is still tagged as Right Eyebrow and it still has a crown next to it in the puppet panel. Worst case scenario, reimport the puppet from above and try again. You can always right-click a puppet in the Project panel to reveal the master PSD or AI file - maybe it's better to reposition there instead of in CH.
