What are these things and what are they used for? 

Handle tool

Dragger tool

Dangle tool

Seems like they are all similars, but when should I use one or the other? 

And how do I DELETE them if I have one too many on my screen by mistake?

They all add handles, but add common tags automatically for you to save you time.

To delete, single click on the handle to select it then hit the DEL key on the keyboard.

Oh, handle tool adds handles with no tags, draggers are handles with draggable tag added and allow you to move that point using a mouse, dangles are handles with tag that add gravity physics to make hair bounce as the character moves. There are other tags for different behaviors, but you add them yourself if needed.

Is there a way to delete them if I add too many of them?

My drawing has like 7 of those items floating around and I can't seem to get rid of them.

I mentioned it above how to delete them. In rigging mode single click on the handle (I think it turns from yellow to white when selected) and hit the DEL key on the keyboard to delete the handle.
