'Wiggle' behaviour in Ps not Ai. Need to use Ae?

Hi - I really want to add the 'Wiggle' behaviour to my puppet but all of my puppets are Ps not Ai. Would anyone know do I need to do it in After Effects - and if so which Wiggle effect would be best to get a similar result as the wiggly lines acheived with an Ai file in Character Animator?  Or is there another workaround for this? Thanks for any help!
