Allow the playback rate of a take to be changed

It would be useful to adjust the duration a take should play for. For example, you may record a take with a dragger, it looks great, but during editorial review you want to speed up a part of it a bit. It would be nice to be able to split that section from the main take, then adjust the playback rate so that the first and last values in the take are precise, but the frames in the middle of the take are interpolated based on the updated duration.

Halving the duration would effectively take every second sample, but any duration should be supported where it interpolates between existing samples to end up with a smooth movement (for takes for properties where this makes sense - like draggers; boolean on/off triggers etc would just round to the nearest frame). A longer duration would be a slo-mo effect, a shorter duration can be used to tighten up timing of a nice looking take that is a bit slow.

It could be a scale factor (e.g. x1.2 speed), but since Ch works in frames, it could be setting the duration of a clip in # of frames.
