Hey I'm having an issue with the breath behavior. When ever I turn up the offset parameter on the behavior, the handle with the breath tag becomes fixed in place. Any idea what's happening?

Yes, that's unfortunately a known issue. Under the hood, it's related to the lack of a mechanism in the transformation code for applying the relative shift even when other behaviors (draggers, face, etc) have moved the puppet in other ways.
