Yes,I am taking about Admin level user account on my local computer that is part of a managed network.

Sorry I'm not quite sure what an OS is, mainly because I just turned 14 and I just got in this job course classscalled BCIS which stands for, (Business Computer Information System).They make me take the AP version.

OS = Operating System

If your network has an IT Guy/Department, you're not going to be able to create an admin level user account without their blessing (and log-in credentials).
