Adobe Bug Tracker has a bug? Unable to submit a new Bug report

I'm trying to submit a bug report for ColdFusion using the Adobe Bug Tracker ( https://tracker.adobe.com/#/add_bug ) and when I select ColdFusion from the dropdown, the progress indicator just spins and spins.  There are a lot of 400 errors in the console too, so it appears the Bug Tracker has a bug of it's own.  

Is this the correct location to report a bug?  Or has it been replaced and is no longer in service?

To add to what Dave said, tracker is still the right place. I filed a feature request just the other day, and a bug recently. What you see is unexpected and should get fixed.

And while you can and should use that email address to report the problem to them, note that if you use it to report your original bug, there's a perhaps unexpected result: if Adobe confirms your bug they'll create a bug report and give you the tracker id...but it will be private. No one else will be able to view it--even if you give them the tracker id. Just a heads-up.
