There is no reason it shouldn't work. According to Microsoft Technet, IIS can be installed on Home Premium (it's not installed by default) by using the Add Features tool in the Programs Control Panel applet, or by downloading and installing Web PI.
There shouldn't be anything inherently different between Windows 7 Home and Pro that would prevent ColdFusion from installing, since it is a Java Servlet running on top of Tomcat (which definitely will run on Windows 7 Home). The real issue would be the Tomcat/IIS integration, and there shouldn't be any issues there because Windows Home and Pro use the same version of IIS.

Possibly, although as a an enterprise application, it makes sense for Adobe to focus their testing and certification of OS compatibility on enterprise OS's. Windows 7 Home is not an enterprise OS. My guess is a very small minority of ColdFusion developers are using Windows 7 Home as their OS for development.
