Licensing for SaaS

Hi, we have a multitenant public cloud hosted service offering that uses cold fusion and I'm told i will need an ISV licence agreement for this and cant buy per cpu licences.  Does anyone have experience on how this is priced and what metrics are used as it's really not clear to me.

If you are looking to provide ColdFusion as a service to your clients on a hosted server;  I contacted Adobe about this last year.  Their offering begins at 500 clients.  Anything less and they were not willing to license a provider.  They then charge you a reduced amount monthly per client website accessing ColdFusion.
