Server Monitor not opening up

This is my third install of CF8 on Windows 2003. First was multi-server in development, second was stand-alone, third was stand-alone. Server monitor opens on the first two but will not open on the 3rd. I have also noticed that Help is also not available on the 3rd install. I have the Flash Player 9 installed. Anyone have any idea why it opens on the first stand-alone install but not on the second one? The installations were identical and I can't figure this one out.

What do you mean by server monitor not working? Does it throw an error when you open it? If so, what is the error?

I mean when I open the administrator and click on Launch Server Monitor it does nothing. Does not open and as far as I can tell no error is generated or logged. If I open it outside of the the administrator it opens but when I click on Statistics or Alerts I get a logon Server Monitor logon box that tells me that the ColdFusion Server is not started.

We solved the problem. It all came down to IE settings. We found if we turned off popups and the phishing filter and then restored and reset all of the settings on the advanced tab then Server Monitor opened inside the CF Administrator.
