If I own a ColdFusion 10 Standard Edition license, can I use that license to downgrade to CF9 standard edition?

Yup ... you just need to contact Adobe support.

Contact Adobe support? That's kinda funny considering I spent the better part of my morning trying to do exactly that.

You need them to issue the CF9 serial and "deactivate" the CF10 key.
Funny or not (and it's usually not ), that's the way you need to do it.

Here's some addition information I received from Amy at En Pointe Technologies, an Adobe reseller:
Note:
Adobe allows CLP customers to order the current version of an Adobe product, but
install and use a prior version of that product Customers, who already own prior
version volume licenses and media and want to buy more, may simply buy current
version licenses to be compliant, but use the prior version serial numbers and media
to install the product on additional computers.
If they do not already have them, volume licensing customers can purchase current
version licenses and prior version downloadable media from their reseller, then
contact Adobe Customer Care at 800-443-8158 to request a serial number for an
earlier version (one version back). If a customer purchases upgrade licenses to the
current version, they will need to prove ownership of a previous version before
Customer Care will issue a prior version volume license serial number.
Older version serial numbers provided by Adobe Customer Care for backward
licensing purposes will not be tracked in the Adobe Worldwide Licensing database.
The customer is bound by the terms of use stated in the current-version product End
User License Agreement (EULA).
