I guess he is refering to the same issue as in this topic:

Downloading Adobe ColdFusion 16 (broken link error)

I do have the same issue when I try downloading via

Kostenlose Testversion | Adobe ColdFusion Builder 3

The topic mentionend above contains FTP-Links to the installer Files for Windows and Linux.

BUT they require username and password for FTP access and I was unable to find out where to find them. My AdobeID and Forums Name did not work!
