Time Zone Custom Tag

Hi,

Anyone know of a Time Zone custom tag available?

This is so I don't have to try and figure out who uses DST and who doesn't.

What a headache it would have been to try and figure out
which country's DST started:

second Sunday of March to first Sunday of November
last Sunday in March to Last Sunday in October
first Sunday in September to First Sunday in April

etc, etc, etc.
