The command line "java -cp cf_webapp_root/WEB-INF/cfusion/lib/axis.jar java org.apache.axis.utils.tcpmon " should have the second java class reference removed such that: "java -cp cf_webapp_root/WEB-INF/cfusion/lib/axis.jar org.apache.axis.utils.tcpmon " to work correctly.
