Are collection files supposed to be 'read only'?

Hello, everyone,

Are the files that comprise a collection supposed to be set to 'read only'?

C:\ColdFusion10\cfusion\collections is indicating 'read only' for it and all sub-folders/files.

Optimizing a collection does not update anything (not even the date last modified) unless I use "purge".

I have code that, whenever a user submits a question, will insert the question into a database, query the database for ALL questions, then run a CFINDEX action="refresh" based upon that query (which does, indeed, include the new question.)  But the collection never sees the new question.

Thoughts/ideas?
