ColdFusion 11 Install -> Error 404 2 1260

All,

  Just did a fresh install of ColdFusion 11 on a brand new instance of Windows Server 2012 Standard, 64 bit.

  Attempting to add a site, and getting an IIS error 404 2 1260, which is the sub_code for "ERROR_ACCESS_DISABLED_BY_POLICY"

  I have ensured that the user account connecting to the app from ColdFusion has the requisite permissions to the filesystem.

  Any insight or tips would be appreciated.

Has the TomCat ISAPI extension been set to "Not Allowed" in the IIS administrator?

Tomcat is set to "Allowed".
