We cannot get a valid Serial number for CF10 to work when upgrading from CF10 to CF2021.
The CF10 says the number is invalid however the serial number has been checked and is valid.
How do we get around this to make the install work?
Are you trying to use your cf10 license key with cf2021? If so, that won't work. It only would have been useful for cf10, or if you had bought an "upgrade" license for cf11 (in which the cf11 installer would have asked for the cf10 license when you put in the license key for the discounted cf11 upgrade license).
To be clear there's no use in cf2021 for anything less than a cf2018 license and that just if you buy a discounted cf2021 upgrade license, which can only be used with a 2018 license).
Let us know where things stand, given that info.
How do I then install the upgraded version of CF2021 when it asks for the previous serial number?
if I cant use CF10 one?
To add what Charlie mentioned. You cannot upgrade from ColdFusion 10 to ColdFusion 2021 and I am only talking about the product, not your application. That is not a valid upgrade path. You can upgrade to CF2021 if you already own CF2018, there is no path that allows upgrading from CF10.
That raised a question, what are your options? If you don't own CF2018, then you have to return this upgrade and place a new Full version CF2021 order.

OK, so that is fine however your communication via chat or telephone sucks.
I get passed around everywhere and no way to get someone to assist me.
The question is how can I change the upgrade version CF2021 to the full version CF 2021 as I have purchased the upgrade already.
