flash forms wmode is not allowing other html content to float above it

Using Ext-JS drop down menus and the flash cfgrid with the wmode set to anything has no effect.  According to the docs, set wMode to transparent or opaque and everything else should float over it.  It doesn't do anything and I am starting to remember why I never used this feature before.  Adobe, tell me how to fix this yesterday please!

Update: IE 11 seems to be problematic.   Firefox isn't being such a hassle, however the GOVERNMENT doesn't use firefox.  So IE fix please.
