PS Color Picker Color imports to LR much darker

I have both Photoshop CC and Lightroom Classic CC set for ProPhoto color space.

When I create a bright red layer using the PS color picker into a new PS document. (or add the red to an image with other layers) and then import the image into LR, the red is MUCH MUCH darker.

But if I convert that red layer in PS to Adobe RGB 1998, then the LR match is much better.

If I'm just importing a regular photo that has red in it, the problem does not exist. ProPhoto to ProPhoto is fine. So what is it about the color-picker reds that are different from natural reds?

Is there anyone who can explain this to me?  Thanks

It sounds like the document color profile is not embedded in the file. How are you saving from Photoshop? You need to make sure "embed color profile" is checked. With Save As it should be by default, but with Export or Save For Web it isn't.
