We have working Adobe Connect 8, but began to appear bugs with new FlashPleer.
1) Can we upgrade our "Adobe Connect 8" to "Adobe Connect 9" version?
2) where download updates if yes?

No. If you have maintained an M&S agreement with Adobe, access to newer versions would be part of that cost. If you are not current with M&S you will have to purchase new licenses of the new version of Connect. Contact your reseller to get the specifics of what it will cost you.

Well, that's a very different question from the first post.
As to the Chrome compatibility, that issue is pretty old. This issue was around the changes Google made to how the browser handled flash with version 21-23. The current version of Chrome is 62. I've not seen this issue in years, personally. However, updating from 8 should resolve this issue, if you are still seeing it with your users.
The best way to identify which version of Connect addressed this issue is to go through the release notes. Adobe Connect Release Notes of all releases
