Create an interactive tour

How did Adobe create the interactive tour that you see in recent versions of Acrobat Pro DC and 2017? Is this Captivate with JS, or some other 3rd party app?

I don't believe that this is done in Captivate or an app, it is built into the application, not an external training application.
