We had to re-record part of our webiinar, and I'd like to splice the two recordings. Do I need to download the recordings and use a third-party program to splice them?

That would be the least painful way of doing it.
Connect recordings are a one shot deal. You can edit portions out of the recording, but not in to the recording.
