Permissions to Upload Content to Shared Content Folders

Can full administrators upload content to the shared content folders? All the documentation that I can find says that only the author group can, but in practice we find that full administrators can also upload content to the shared folders as well.

Is this true for anyone else?

Admins can do everything except upload content and host meetings when using the Named Host meeting license. You need to be a member of the Authors or Meeting Host groups to upload objects to the Content Library.
