Which template size in Powerpoint

I am starting from scratch.

All my old PP presentations are 4:3 and I have to go to 16:9.

So f have to decide which beamer to buy:

960 : 540 od

120:720

1. As I understand when these pptx are converted when uploaded to the server.

Will the required bandwidth depend on my template size in PP?

2. for some more smartphone dedicated tutorials with audio and only very few text I could create even a smaler template.

Will that reduce the bandwith requirement?

3. I work with PP2010 but is it better to use PP2013?
I am afraid thad in PP2013 are more issues of incompatibility.than in PP2010.
