Here's a scenario where presenters need to collaborate on an Excel file. The meeting host is sharing an Excel worksheet in the Share pod from his/her desktop and wants all "Presenters" in the meeting room to be able to collaborate on the worksheet. All the presenters should be able to add/ modify data in the worksheet for collaboration during the meeting.
How does Request Screen Share function work? If all the Presenters are made Hosts in the meeting and they Request Screen Share from the person who has the File open on the desktop, would that work? Can multiple Hosts Request Share Screen of one Host in the meeting and then be able to collaborate on a document such as Excel worksheet? Or there an easier way to do this?
This is rather urgent for a meeting today.

The Host(s) can request a screen share from anyone in the room (they may have to install the add-in if they don't have it already).
Hosts or Presenters can request control of the active screen share, no matter who is sharing it.
Hosts or Presenters can share their screen, Participants can share their screen if requested.

Only one person can share control of the other persons screen at any given time. So all the Presenter will need to take turns and the individual sharing their desktop will have to decide who gets the ability to share control of the xls file.

So it seems that besides the "Screen Share Request" feature there is no other way to share a document for full control - be it Excel, Powerpoint or any other document even a document is uploaded in the Adobe Central and shared in a meeting room?

You could use a PDF version and whiteboard over it (not ideal) or you could look into a Flash application that was a spreadsheet, or, at least a cell based text entry tool. But when screen sharing the control is limited. Everyone can interact with a Flash object in the share pod (if it allows that).

Another question, can a Presenter Request Screen Share from another Pesenter or a Participant? The Help documentation on Adobe Connect says that both Hosts and Presenters can request control of the screen (http://help.adobe.com/en_US/connect/9.0/using/WS0A9F9AB5-C032-457a-9350-16CBF56C4489.html#WS372813bb... ). That doesn't seem to be the case from what I discovered. A Presenter it appears can only Start Private Chat with another Presenter or Participant.
It is only the Host who can Request Screen Share from another Host, a Presenter or a Participant? Please correct me if this is not the case.

The following may address your problem, albeit in a slightly different way. For such requirements in the future, see if the following works.
From what I understand, you want multiple people collaborating on a spreadsheet and simultaneously sharing a view of the spreadsheet in Connect for everyone to see. (Why else would you use Connect to broadcast the sheet?! 🙂 )
How about using a spreadsheet on acrobat.com? These support simultaneous editing by multiple folks.
One of the hosts/presenters can open the spreadsheet in a browser and share it in the Connect room for everyone to see the spreadsheet.
Of course, this does away with the need to pass on the control to anyone else for updating the spreadsheet.
