Spinning wheel keeps showing up after reinstalling

I've been having the spinning wheel issue for a while. I use the Creative Cloud Cleaner tool to uninstall all CC apps, then after reinstalling the CC Desktop app, it works fine until I restart the computer. The spinning wheel returns the next time I open the CC Desktop app.

 

Currently running macOS 12.7.6 on a Mac Mini M1 and Creative Cloud Desktop App 6.3.0.207.

Restarted my computer the computer this morning, launched CC, and the spinning wheel is back :0(

yesterday after updating those drivers did you restart your computer?

I remember I did because some of those drivers had me restart my machine. After my last restart for the night, I installed more CC apps before shutting down.
