Activate webcam within a document

Hello Creative Brainstrust,

Any suggestions how to create an interactive document or Web page where the user clicks to activate the webcam to see themselves in the document and then able to draw on their image either live or a still taken from it but within the webpage/document?

while adobe has software that uses webcams (eg, adobe connect), none afaik do so in the way you envision.
