I have creative cloud installed on my computer for a long time and some adobe applications that I use such as photoshop, premiere pro, after effects, media encoder, photoshop beta. I can open and run these applications in windows and use them without any problems. However, when I open creative cloud, only a few applications are listed in the installed applications. For example, photoshop appears with the "install" button as if it is not installed on my computer. For this reason I cannot update.

I did the process here and the problem is not solved.I uninstalled and installed Creative cloud and the problem is still not solved.

Try resetting the CC App.
To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R
If that doesn't work, try uninstalling and reinstalling the CC App:

These shortcuts are running something else on my computer. It didn't work to reset it. But I used the creative cloud cleanup tool using the link you posted. I uninstalled and reinstalled but the problem was not solved.
