Adobe Portfolio: Page Reordering, Collections

I'm creating a portfolio using Adobe Portfolio. I'm trying to reorder the pages by grabbing the "hamburger" on the left and dragging it down but when I do that, the box turns into a blue line and I can't do anything with it. This happens with boith pages and collections.

Also, can you create a collection within a collection? For example, I want to create a collection called "Advertising" inside "Work" but it doesn't appear that I can do that. Is this the case?
