I'm subscribed to both adobes photography plan as well as the premiere pro plan, both include adobe portfolio. However when I go to cancel premier pro, because I don't use it, klit says I'll lose access to my portfolio. Is this true because I love the website.

Are you keeping your Photography Plan? Do you log-in with the same ID & password for both services? If yes, then your Portfolio won't go away. But if you cancel Creative Cloud entirely, everything stops.
