App won't open, keeps spiking internet usage, & blinking windows

On Friday (11/13) all of a sudden I started having issues with my active window blinking, not being able to stay in it, select things, type accurately, etc., no matter which program I was using. A few days of digging tonight I discovered Adobe Creative Cloud Desktop app was the culprit. When tasks are ended, no more issues. 

In task manager, it shows repeated random spikes in wifi usage, which I think it part of whats causing my active windows to blink in and out of use, even though adobe is only running in the background.

 

Before I uninstalled, I would click to open the desktop app and nothing would open, but all the processes would start and cause the blinking again.

Tried uninstalling and reinstalling, now a program window starts to open, but it's just a blank white window, and all the same issues pop up again.

I saw another thread that suggested deleting everything OOBE folder in appdata/local/adobe, then restarting the computer, but no luck, all the same issues with the blank window and flashing.

 

I know my computer is older, I'm running windows 8.1. Any suggestions on how to fix this would be greatly appreciated. Thanks!

first try, resetting the cc app: To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

if that fails, try to repair

if that fails go ahead and uninstall/reinstall per the above link

if that fails, do a clean cc install following each applicable step:

uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials
