I'm having an issue trying to open this file. Does anyone have any suggestions on how to access it?

just try and download it (if it's from a trusted source), before opening.

File type: Unknown??

It doesn't look like any Adobe supported file type (PDF, JPG, PNG, PSD, AI, etc..).

Maybe you should find out what the file contains first.  IMO, an unnamed, untrusted file is a security risk.
