In the past 2 weeks my small team has encountered this problem multiple times with multiple files- we are 2 people in different locations working together on large reports, and often we will divide and conquer infographics, and drop them in the client's CC library when they are done. The problem seems to ocurr when one user creates the chart (made in Illustrator and dragged into the library from Illustrator), then the other drags it into the InDesign file from the CC library. Everything appears to be fine until you go to package the file. This is when InDesign says it cannot package the file because it cannot copy links over.
I've read through this forum thoroughly and tried checking file names for extraneous glyphs (there are none we have a file naming structure that doesn't allow for that). Then I copied links manually to a folder to see which files were the problem. Every time, it's just the files we created in Illustrator that were added to the CC library that cannot be copied over. We've had to export them all separately from Illustrator, to our file server, then place in Indesign to circumnavigate the CC library to save all our work. I should mention this has happened to both of us, so it's not just one person's computer.
This is less than ideal. Has anyone else encountered this and can I get suggestions as to how to fix this problem?

Did you try to Place a Copy instead of Place Linked, this will remove the dependency on the library?

Yes, it won't copy these files. For some reason it'll let you place linked into the file, but not copy. I get that same error message. Which, when you package, it's trying to copy those files as well, so neither working makes sense to me in a twisted way.
