I'm not able to center the page titles on the gallery page in the Thomas theme. When the text appears as you roll over the image it is always left-justified, even when I decrease the max-width of the page and click on the center button. If all page titles were the same length it would be easy to adjust this by changing the margins, but that's not the case.
They seem to center just fine in other themes, but not Thomas. Is there a way to fix this? Is it a bug in Portfolio or does Thomas really not let you center the page titles?

It's not a bug. Every theme is a little different. The Thomas theme has left-aligned cover image titles on hover.

If you want centered titles, try another theme like Rose or Ludwig. In all, there are 12 themes to choose from.
